Can an SEO Agency Guarantee Rankings?

No one can honestly guarantee a Google ranking. We explain how guaranteed SEO offers work, when a money-back clause is worth anything, and what an agency can promise instead.

Published Read time 11 min

Short answer: No. No SEO agency can honestly guarantee a specific Google ranking, because no agency controls Google's results. Google itself says no one can guarantee a number one ranking. What a good agency can guarantee is the work: what it will deliver and when, how it reports, that you own everything, and that it will not use tactics that break Google's spam policies.

Key takeaways

  • A ranking guarantee promises an outcome the agency does not control. Google decides the results, and they differ by location, device and searcher.
  • Most "guaranteed SEO" offers work by narrowing the promise until it is easy to keep: obscure keywords, one measurement location, or a short window.
  • Money-back guarantees usually come with conditions that make a refund rare. Read the clause before you value it, and remember a refund never gives you back the months.
  • Ask for commitments the agency does control: deliverables, timelines, reporting, response times, account ownership and a clean notice period.
  • Results belong in a forecast with stated assumptions and a review point, not in a guarantee.

Offers like "page one in 90 days or your money back" are appealing because SEO is slow and hard to judge from outside, and a guarantee feels like it moves the risk onto the agency. In practice it rarely does.

This post stays on that one question. We explain why a ranking cannot be guaranteed, how guaranteed offers are usually built, when a money-back clause is worth anything, and what an agency can genuinely promise instead. If you are comparing agencies more broadly, our blog post on what to look for in an SEO agency covers the wider picture.

Why can't anyone guarantee a Google ranking?

Because the ranking is decided by Google, not by the agency. An agency can improve your site, your content and your reputation on the web, but the final ordering of results is produced by a system it neither owns nor sees inside. Promising a position is promising someone else's decision.

Google controls the algorithm and changes it constantly

Google adjusts its ranking systems all the time, with several larger core updates each year. A page that sits in position three today can move to position eight after an update without anyone touching it. An agency can build pages that tend to do well across updates, but it cannot promise that a given update will favour you.

There is no single ranking to guarantee

Results are personalised and localised. Someone searching "accountant" in Manchester sees different results from someone in Leeds. Results on mobile can differ from desktop. Search history, language settings and the exact wording of the query all shift things. So when an agency says "you will rank number one", the honest follow-up is: for whom, where, and on which device? A ranking checked from one office computer is one data point, not your position.

Your competitors are not standing still

Rankings are relative. You can do everything right and still slip because a competitor published a better page or earned stronger links. Guaranteeing your position means guaranteeing every competitor will do less than you.

"Ranking" means less than it used to

Many results pages now show AI Overviews, map packs, shopping results, videos, "people also ask" boxes and ads above the first organic link. Being "position one" in the classic list can still leave you well below the fold on a phone. A guarantee written around a position number can be technically met while you get very little traffic from it.

Worked example: one keyword, three answers

Agency's rank tracker

Checks "emergency plumber" from a fixed city centre location on desktop. Reports position 2. Guarantee met.

Customer on a phone, 5 km away

Sees four ads, a map pack with three other plumbers and an AI Overview. Your organic listing is the sixth thing on the screen.

Search Console average

Shows an average position of 7.4 across all searchers and locations, with a click rate of around 2%. This is closer to reality.

The common mistake is treating a position number as the goal. Position is a means to traffic, and traffic is a means to enquiries or sales. Any promise that stops at position skips the two things you actually care about.

How do "guaranteed SEO" offers actually work?

They work by shrinking the promise until it is almost certain to be kept, then presenting it as the big promise. The guarantee is real, just about something much smaller than you think you are buying.

Guaranteeing keywords nobody searches for

The contract lists ten "target keywords", but they are long, oddly specific phrases with little or no search volume, such as your brand name plus your town plus a service. These are easy to rank for because nobody else is trying. You hit page one, the agency points at the report, and traffic does not move. Always check the search volume of every guaranteed keyword in a tool you or a neutral party control.

Measuring from one place, one device, one day

The guarantee says "page one", but the contract defines it as a check from one rank-tracking tool, one location and one moment. If the result appears there once, the guarantee is satisfied. It does not need to hold for real searchers or for any length of time.

Short-lived results from risky links

Some providers buy or build large numbers of low-quality links to push a page up fast enough to clear the guarantee window. The page may jump, then fall back once Google discounts those links or applies a manual action. The guarantee was met on paper, and the clean-up is your problem. If you want to understand what sound link work looks like, our link building services page explains how we approach it.

Refund clauses designed not to pay out

The money-back promise exists, but the conditions require you to do things you will almost certainly not do perfectly, or define failure so narrowly that it rarely happens. We cover this in the next section.

Auto-renewals tied to the guarantee

Some say the guarantee only applies on a 12-month contract that renews automatically unless you cancel in a short window. If rankings are not reached, the remedy is "we keep working for free until they are", which means you are locked in with the provider that did not deliver.

!
The quick test

Ask for the exact list of guaranteed keywords, how and where rankings are measured, and what happens if the target is missed. If any of those three answers is vague, the guarantee is mostly marketing.

Is a money-back SEO guarantee ever worth it?

Rarely as a reason to choose an agency, and only after you have read every condition. A money-back clause is worth what it would actually pay you in a realistic bad outcome, which is usually much less than the headline suggests.

To judge one, imagine the project has gone badly and walk through the clause.

Worked example: reading a refund clause

What the clause says

"If at least 7 of your 10 target keywords do not reach page one of Google within 6 months, we will refund 100% of fees paid, provided the client has implemented all recommendations within 5 working days, has not altered website content without approval, and remains on contract for the full term. Rankings measured by our tracking tool."

What it really covers

The agency chose the 10 keywords, so they can be easy ones. Measurement is their tool, from their chosen location. One missed 5-day deadline, or a product page you edited yourself, voids the refund. And you must stay for the full term to claim it.

Realistic value

Say you paid €1,500 a month for 6 months, €9,000 in total. For a refund, all three things must happen: the agency misses its own easy target, you comply perfectly for half a year, and you can prove it. In practice the expected payout is close to zero.

A refund clause means more when both sides agree targets with real search volume, measurement uses your own Search Console data, the conditions on you are reasonable, and you can exit with notice. Even then, a refund does not give you back six months, which is often the bigger cost.

The common mistake is choosing between agencies on the guarantee rather than on the monthly work. A modest fee with clear deliverables and a one-month notice period gives you more protection than a large fee with a refund you will struggle to claim.

What can an SEO agency legitimately guarantee?

Anything that sits inside the agency's own control. That covers the work, the process, the transparency and your rights. These are the promises worth asking for, because a good agency can keep them and you can check whether it did.

  • Deliverables and timelines. For example, a full technical audit in the first month, a keyword and content plan by week six, and a set number of pages written or improved each month after that.
  • Technical fixes shipped. Not just "recommended", but implemented, or handed to your developer with clear tickets, with a log you can see.
  • Content volume and quality standards. How many pieces, of what depth, reviewed by whom, and how subject experts in your business are involved.
  • Response times. For example, replies within one working day and urgent issues such as a site going down acknowledged the same day.
  • Transparent reporting. Monthly reports built on your own Search Console and analytics, showing what was done, what changed and what is next.
  • Access and ownership. Your Search Console, analytics, website and any content or tools live in your name. You have admin access from day one.
  • No tactics that break Google's spam policies. No paid link schemes, no auto-generated doorway pages, no hidden text. Ideally written into the contract.
  • A notice period. A clear, short exit, typically 30 to 90 days, with a handover of everything produced.

Every item here can be verified by you. Either the audit arrived in month one or it did not. That is what makes these commitments useful.

Results then sit in a forecast, not a guarantee: an agreed range for impressions, clicks or enquiries on the target pages, the assumptions behind it, and a review point, often around month six, where you decide together whether to continue or change the plan. That is how good SEO management services are usually structured.

How a good agency answers "can you guarantee page one?"

The way an agency answers this question tells you a lot. You are not looking for a refusal on its own. You are looking for a refusal followed by something more useful.

✗ A worrying answer sounds like

"Yes, absolutely. We guarantee page one for your main keywords within three months, or we keep working for free. We have a proven system and we have never missed."

✓ A good answer sounds like

"No, and anyone who does is promising something Google controls, not them. What we can tell you is where you stand today, which searches are realistic to win and roughly how long that usually takes for a site like yours, what we will ship each month, and how you will see whether it is working. If it is not, you can leave on 30 days' notice."

The good answer swaps a promise for a plan and gives you an exit. When you speak to any SEO company, ask the question directly and listen for that shape of answer. For a step-by-step way to compare the answers you get, see our guide on how to choose an SEO agency.

Frequently asked questions

Does Google say anything about SEO guarantees?

Yes. Google's own guidance on hiring an SEO says that no one can guarantee a number one ranking on Google. It specifically advises caution with anyone who claims a guarantee or a special relationship with Google.

Can an agency guarantee more traffic instead of rankings?

Not honestly, for the same reasons. Traffic depends on rankings, search demand, seasonality and how results pages look, none of which the agency controls. What it can give you is a forecast with stated assumptions, which you then review together.

Is it a bad sign if an agency offers any guarantee at all?

Not if the guarantee is about things it controls, such as delivery dates, response times or a satisfaction-based exit. It becomes a concern when the guarantee is about Google's results. Judge the guarantee by what it covers, not by whether it exists.

Why do some agencies still offer ranking guarantees?

Because they sell well. SEO is slow and hard to judge from outside, so a guarantee feels like it removes the risk. As shown above, the promise is usually narrowed until it is easy to keep, so it costs the agency little to make.

What if my current contract already includes a ranking guarantee?

Check how the guaranteed keywords were chosen, look up their search volume, and compare the agency's reported positions with your own Search Console data. If the guarantee has been "met" while your traffic has not moved, you know what it was really worth.

What to do next

If you are weighing up an offer with a ranking guarantee, or already have one, swap the question "what will you guarantee?" for "what will you do, and how will I know it is working?"

  1. Ask any agency you are talking to for its exact guaranteed keywords, measurement method and refund conditions, and check the search volume of those keywords yourself.
  2. Ask instead for the commitments listed above: deliverables, reporting from your own data, ownership and a short notice period.
  3. Get an independent baseline of your site so you can measure any agency's work against it.

If you would like that baseline, we offer a free written SEO audit within 48 hours. It shows where you stand, what is holding you back and what a realistic first six months would look like, with no ranking promises attached.
